The Construction Industry Council (CIC) join hands with the Development Bureau, the Labour Department and the Occupational Safety and Health Council to adopt a multi-pronged approach to enhance safety of Truss-out Scaffolding (TOS) trade (click here: CIC Press Release), and garnered support from the Employees' Compensation Insurance Residual Scheme Bureau Limited, the Property Management Services Authority, the Real Estate Developer Association and other related organisations (click here: Watch reply of the "Building Safety Together: Professional Truss-Out Scaffolding (TOS)” event). The engagement of the CIC registered S21 TOS company is now mandatory for all public works projects (including term contracts for maintenance works) from 1 January 2025 onwards and is promoting more strongly for adoption in maintenance and repair works for major public and private sector properties.

The CIC also administers the TOS Metal Brackets Exchange Programme to elevate safety standard of the TOS trade. Each CIC registered S21 TOS company can apply for the exchange of a maximum of 500 metal brackets made of grade S275 steel that meet the requirements laid down by the Labour Department.
